Hello

I want to model a based on the out of plane stiffness for the gusset plate

The rotSpring2D is for in plan rotation

Which element i should use to model out of plan rotation?

Generally, I use zerolength elements for springs.
I think that you can also use them in your problem .

my model is a 2D model and i want to model a out of plan rotational spring
if I use zero-length element it needs direction number 5 (y-axis) and my model is 2D and there are 3 DOFs
then
how can I use zero length element for modeling a 2D out of plan rotational spring

So you should simulate your problem in a 3-D model.
You cannot use a 2D model for out of plane reactions...
