Is there a way to find the at rest position (residual displacements and forces) of the structure after a transient analysis? One way is to let the structure freely vibrates until the vibration amplitude becomes very small (like zero padding at the end of the ground motion vector). But free vibration at the end of a transient analysis makes the analysis longer and different records may need different free vibration time span to dissipate the kinematic energy of the system after the main transient forced vibration.

No, OpneSees does not have a procedure developed to calculate the rest position for the structure under dynamic loading. If you want to be sure that your structure is at rest perform large enough number of additional time step of analysis after the main excitation.
