I modeled RC resistant frame using forcebeamcolumn element.
Can this element consider interaction between axial force and moment in cross section? Or should I use sectionAggregator command for this aim?

Interaction between the axial force and moment depends on the way you define the section. Fiber section accounts for this interaction.
sectionAggregator aggregates groups of previously-defined UniaxialMaterial objects into a single section force-deformation model but there is no interaction between these objects. In simple words sectionAggregator can not account for axial force - bending moment interaction.
