Plastic Hinge Length in steel frames

Does anybody know how can I calculate plastic hinge length in steel frames? please help me ASAP

Look at the section response, see where M > My. OpenSees will not calculate it for you.

Is there any empirical equation for calculation of plastic hinge length in steel frames?
