can we model the connection between the beams and columns in reinforced concrete frames?

Yes, you can. Look at the joint elements of OpenSees (http://opensees.berkeley.edu/wiki/index ... nt_Command).

I am interested in modeling RC moment ressisting frames, with not rigid beam column joint, ...., Anyone have any development on this issue?

look at the joint element, it was provided for this purpose for rc structures.

i am master student that search on beam column joint.
i write 2D frame with beam column program joint in opensees and it has error.
