in new Version 2.3.2 of the OpenSees define :
uniaxialMaterial Dodd_Restrepo $tag $Fy $Fsu $ESH $ESU $Youngs $ESHI $FSHI <$OmegaFac>

i want to know value of (Fy;Fsu;ESH;ESU;ESHI;FSHI) for st37 ??

you have to figure it out yourself. in the command manual you will find definition of each argument.
