Opensees can apply Sine time series, then how to apply P0+P1Sin(at)? IF or not P0 need to be applyed as static load?

create two separate load patterns, one constant, one sine. then analyze after that.

try to play around with the command, using the examples manual.
it is impossible to create an example for each and every possibility.
