Hello,
I am trying to model a dam with four-node quad up elements. How can I model the water in the reservoir? How can I add additional water pressure to quad up elements? Also can I model the water with compression only elements that are joined to the ground?

How do you consider the construction process of embankment?
Hello,
This is not the answer you want to hear, but just another question.
If you try to analyze the stress-strain behavior of embankment dam, section of dam concerned must be divided into a set of increments and construction of material must be performed incrementally. So, in this case, how do you consider the construction process in OpenSees?

PS) If you deal a concrete dam, reservoir water pressures can be applied as external loads which are distributed on the upstream surface of dam.

I am not sure but I think you can run your analysis step by step. You should first describe your model with initial layer. Than execute a static analysis than define additional nodes masses and elements at the same tcl file than run analysis again. I think it can be possible because opensees remembers your variables and data when you call them without closing the opensees and asking like (puts $abc)...
