truss element about strain-rate effects

Hi all
i have a question ,when i see user manual on truss element. it says that "When constructed with a UniaxialMaterial object, the truss element considers strain-rate effects, and is thus suitable for use as a damping element."
actually ,i don't clearly what does it mean ?
can you give me some explain?

it means that in addition to calculating the strain using nodal displacements, it calculates the strain rate based on the nodal velocities. the truss then passes both the strain and strainRate to the material.
