the curvature is recorded by the section-deformation recorder in the element.
the plastic hinge length is not a recorder output. in the beamwith hinges you specify it, in the nonlinear beam-column element, it is equal to the weight of the integration point -- you can google that.

and what is the hinge rotation recorded by element recorder, total rotation or plastic rotation?
if total how should I calculate the max elastic rotation and remaining plastic rotation?

I use following commands to record the rotation of plastic hing of a beamwithhinges element as mentioned in manual, but none of them record anything. Only an empty file with time!!!
element beamWithHinges 221 21 22 $BeamSecTag 0.5 $BeamSecTag 0.5 $Es 0.00973 0.00013670 $IDBeamTransf;
recorder Element -file data/RotBeam1sec1.out -time -ele 221 section 1 rotation;
or
recorder Element -file data/RotBeam1sec1.out -time -ele 221 rotation;
