How to run dll file in Opensees?

Dear fmk and all

I have a dll file that is written by someone else. I put it in the same folder as my OpenSees executable.
But I get this warning "WARNING could not create uniaxialMaterial MaxStrainRange"
What should I do to make this file work properly?
