Cyclic deterioration parameter (Lamda) for equivalent SDOF

Hi
I want to model an equivalent SDOF with Bilin material. My original structure is steel frame.
I want to consider the cyclic deterioration parameter (Lamda) for the SDOF model.
Is there any relation or approximate value for this aim?
For equivalent SDOF of concrete frames, Dolsek presented a approximat value, but I can't find any similar value for steel frames.
