Building Tcl and Building Tcl viewer

I'm trying to download Building Tcl and Building Tcl viewer through the command line:

svn co svn://opensees.berkeley.edu/usr/local/svn/BuildingTcl/trunk BuildingTcl

and the output is :
svn: E000060: Unable to connect to a repository at URL 'svn://opensees.berkeley.edu/usr/local/svn/BuildingTcl/trunk'
svn: E000060: Can't connect to host 'opensees.berkeley.edu': Operation timed out

Also, the tool appears as unpublished through nees: https://nees.org/tools/buildingtcl

What am I doing wrong?

use peera.berkeley.edu instead of opensees.berkeley.edu in the svn command
