Could anyone please advise if it is possible for OpenSees to conduct a time history analysis that is not excited by a ground motion acceleration but a displacement/velocity time history that is applied on selected DOF(s)?
I would like to test the Viscous Damper uniaxialMaterial by doing a displacement-controlled dynamic analysis which may for example be a sinusoidal disp history.

You can run displacement controlled dynamic analyses with Multi-Support Excitation command. Have a look at:

If you like to use the velocity time history, you might want to look at the site response analysis below (you can find the viscous damping in this example too):

Displacement control time history analysis can be carried out via ImposedMotion Command.
I advise you to read the following report regarding the modeling of SPEAR building, which TCL files are also included that you can run immediately. The model includes displacement control analysis, as well as the "classic" time history analysis, for comparison.
