How to install the "OpenSeesNavigator2.5.1-pCode-32bit"

I wonder to install a new material into OpenSees Navigator.
I down load the "OpenSeesNavigator2.5.1-pCode-32bit.zip" and run the OpenSeesNavigator.
I read the introduction website as below:

However, I could not find the "Set Path..." from the file menu!

Is it on the OpenSees Navigator software panel? or I need to open the Matlab independently?
