what units you use?
the element length is 100,
the area of steel bar is about 0.001?
your quad fiber length in IJ direction is about 1,while in IK direction is about 0.06,so the fiber is not very good.

Maybe the fiber section defination has some error.
You can try to change the fiber divid numbers of section.

Such as initial stress or strain.

I have download a command manual,but have not the theory manual.
