why has the documentation for the Template3Dep model been removed? Is the model no longer available?

As a follow up question, would it be ok to use OpenSees as an analysis engine in a commercial web server? My interpretation is that no license is required because OpenSees would not be "sold", as the source code or binaries would not be distributed. I am interpreting your comment properly?...
