I have talked to Dr. Lignos and got confirmation that these lamda values are the reference cumulative plastic rotation value of the section. I do not require any further assistance but figured I would post this here for those who may have similar questions.

nparsaeifard, I compared your code to mine and they look similar. I am not an expert at using OpenSees though. Based on my limited knowledge, I think it looks correct except I think the recorders need to be modified. However, I would seek another confirmation from somebody that has better credential...
