I am not sure that it is possible to build a zerolength fiber model with this material. If you go to the developer website, you can find their OpenSees file. The tricky way is to do moment-curvature analysis with the bond_SP01 that you won't get any error. Then, use Hysteretic material to linearize the curve and make the moment-rotation envelop. Regarding your first question, you can't use one BWH element for a member with the plastic hinge at the middle since this element has plastic hinges at the ends and the middle portion is linear elastic. You may split your member in two and use two BWH elements to construct your member. Alternatively...

I have tried both 32 and 64. I think the problem is what I mentioned before, AMD processors. I had to change my CPU to Intel and it's working now.

if you don't like the changes that Vesna has done for you, there is also a tricky way. Instead of ElasticPP you can use Steel01 with small strain-hardening ratio.
