HI silvia, I don't use fl1 and fl2. I didn't use those equations ( A, x', B etc..) to get ecc and fcc. I used the equations given in priestley book on seismic design of bridges to get ecc,fcc values. It is based on chang and mander model, but I think, the book simplified all the complicated equation...
